1. Heat olive oil in a saucepan over medium heat.
2. Add thinly sliced onion, minced garlic, and diced red bell pepper to the pan, sautéing until they soften.
3. Pour in white wine vinegar, bay leaves, peppercorns, and a pinch of salt.
4. Bring the mixture to a simmer and cook for about 5 minutes to infuse the flavors.
5. Season the mackerel fillets with salt and place them in the saucepan, ensuring they are fully submerged in the liquid.
6. Simmer gently for about 10-15 minutes until the mackerel is cooked and tender.
7. Remove the pan from heat and allow the mackerel to cool in the escabeche marinade.
8. Serve the escabeche mackerel cold as a tapa, drizzling some of the marinade over the fish.
