The Implementation of "Document No. 1 of 2023" and "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting Key Tasks in the Comprehensive Rural Revitalization in 2023"
In order to support the implementation of "Document No. 1 of 2023" and the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting Key Tasks in the Comprehensive Rural Revitalization in 2023," and to promote the construction of international standards for canned goods and the development of the canned food industry, a "Seminar on the Standardization of Canned Porridge and Rice Products at Home and Abroad" was successfully held in Xiamen on May 5, 2023. The event was organized by the China Food Fermentation Industry Research Institute Co., Ltd. (Secretariat of the Canned Food Sub-Technical Committee of the National Food Industry Standardization Technical Committee), and co-sponsored by Xiamen Yinlu Food Group Co., Ltd., Zhejiang Bosheng New Materials Technology Co., Ltd., ORG Technology Co., Ltd., and Xiamen Yanzhiwu Silk Concentrated Food Co., Ltd. This initiative aims to facilitate the effective implementation of the mentioned documents and to advance the standardization efforts in the canned food industry.

A total of 41 attendees, including Liu Youqian, Chairman of the China Canned Industry Association; invited experts Liang Zhongkang and Lin Jianmin; Tian Jing, Researcher at the National Food Safety Risk Assessment Center; Zhao Junjie, Deputy Director of the Quality Supervision Office of the Military Energy Quality Supervision Bureau; Yang Xiaoming, Secretary-General of the National Food Industry Standardization Technical Committee; Guo Xinguang, Deputy General Manager of the China Food Institute; Gao Jing, Chief Inspector of the Xiamen Product Quality Supervision and Inspection Institute; Wu Chusen, Professor-level Senior Engineer at the Guangzhou Quality Supervision and Testing Institute, attended the meeting. These participants represented a diverse group from research institutions, higher education institutions, and enterprises.

At the meeting, Chairman Liu Youqian, Deputy General Manager Guo Xinguang, and invited experts Liang Zhongkang and Secretary-General Yang Xiaoming delivered speeches.

In his address, Chairman Liu Youqian expressed that with the changing consumption habits in China and the attention given to the "Document No. 1" at the central level, the pre-packaged food industry is flourishing. Canned porridge is an important component of both canned food and pre-packaged food, and it is widely favored by consumers. China plays a significant role as a producer and exporter of canned porridge, and this seminar will contribute significantly to the domestic and international market development of canned porridge.

Deputy General Manager Guo Xinguang stated in his speech that this conference adheres to the important instructions of the "National Standards Development Outline," including the synchronization of international and domestic standards, a significant improvement in standardization levels, strengthening basic research in standardization, and the transformation of scientific research into standards. Deputy General Manager Guo also emphasized the requirement for high-quality standards to guide the development of canned food and pre-packaged vegetable food.

In his address, expert Liang Zhongkang highlighted the significance of this conference for the development of the canned food industry and acknowledged the work of the sub-committee in recent years. He emphasized that standardization work has received attention at the national and industry levels, and now is the best period for standardization work. He urged continued efforts in standardizing canned food to contribute to the industry's development.

Secretary-General Yang Xiaoming, in his speech, pointed out that canned food is an important part of the pre-packaged food system. In the future, the National Food Industry Standardization Technical Committee will comprehensively study and design standards for five major categories of pre-packaged food. Secretary-General Yang also outlined the requirements for the work quality of the two revised standards, "General Rules for the Quality of Canned Porridge" and "Rice and Rice Porridge Products.

Tian Jing from the research institute shared experiences on international food codex work and provided recommendations for the initiation of international standards for porridge canned products in the CAC (Codex Alimentarius Commission) Asian region.

Deputy Director Zhao Junjie shared insights into the application of porridge and rice canned products in military food.

Liu Jiawei, Deputy Director of the Food Engineering Research and Development Department at the China Food Fermentation Industry Research Institute, presented on the development and market situation of special functional rice and porridge.

Li Zhong, General Manager of the Food Can Project Department at ORG Technology Co., Ltd., introduced innovative efforts in food can containers to support the development of the canned food industry.

Qiu Kai, Deputy Director of the Standards and Digitalization Department at the China Food Fermentation Industry Research Institute, provided recommendations for the construction of the canned food standard system and the standardization of grain and miscellaneous cereal canned products.

Wang Xiaolong, Assistant Director of the Standards and Digitalization Department at the China Food Fermentation Industry Research Institute, reported on the progress and work plans for the CAC Asian region international standards for porridge canned products.

Dong Siyuan, Deputy Director of the Standards and Digitalization Department at the China Food Fermentation Industry Research Institute, and Chen Guiyang, Standards and Regulations Manager at Xiamen Yinlu Food Group Co., Ltd. Research and Development Center, respectively, reported on the principles, progress, revision strategies, and work plans for the national standard "General Rules for the Quality of Canned Porridge" and the industry standard "Rice and Rice Porridge Products." Members of the drafting team and all participating representatives engaged in in-depth discussions on the revision work for these two standards.

The development of China's canned food industry is undergoing a transformation from a production-oriented model to an innovative one. The China Food Institute and the Sub-Technical Committee on Canned Food will, in accordance with the consensus reached at this seminar, use the construction of a standard system as a focal point to drive the high-quality development of the porridge canned products and rice products industry.
